Independent Pricing and Regulatory Tribunal

Transforming regulatory information access for NSW's energy sector.

Transforming regulatory information access.

The Independent Pricing and Regulatory Tribunal (IPART) regulates essential services across NSW, including electricity, gas and water. Their Essential Services Scheme (ESS) website is a critical resource for accredited certificate providers, auditors, measurement and verification professionals, scheme participants and households.

We partnered with IPART to redevelop the platform on GovCMS, delivering it in twelve weeks. The new site introduced CM9 document management integration, structured metadata, and enterprise-grade search across content and 500+ regulatory documents spanning three energy schemes.

Built for the people relying on it.

Energy professionals.

Quick access to forms, audit guidelines and compliance information, in the field or at the desk.

Scheme participants.

Clear paths to the documents and processes that matter to certificate providers and auditors.

Internal teams.

A workflow tuned for IPART's content team, with metadata and document versioning built in.

Public users.

An accessible, mobile-first experience for the wider public navigating energy regulation.

The Challenge

What was holding the platform back.

Rigid content structures.

Outdated workflows limited the ability to publish content timely, manage metadata or launch new schemes.

Friction at the front end.

Energy professionals struggled to access forms, audit guidelines and compliance information quickly.

Data integrity and synchronisation.

Inconsistency in file naming and sync issues between CM9 and the website.

Accessibility gaps.

Mobile usability and WCAG 2.1 AA compliance gaps kept stakeholders out of essential workflows.

OUR APPROACH

Twelve weeks. Four phases.

01
Discovery.

Targeted stakeholder interviews and technical workshops to surface challenges across content workflows, metadata handling and CM9 integration.

Workshops
02
Architecture.

Information architecture rebuilt around real user behaviours. New taxonomy aligned to scheme type, audience and document need.

Taxonomy
03
Migration.

Automated scripts preserved document relationships and metadata fidelity across 500+ documents. Historical accuracy intact, current content surfaced.

Migration
04
Iteration.

Functional increments delivered in fortnightly sprints with structured user testing throughout. The platform tracked real-world needs as it grew.
