Transforming regulatory information access.
The Independent Pricing and Regulatory Tribunal (IPART) regulates essential services across NSW, including electricity, gas and water. Their Essential Services Scheme (ESS) website is a critical resource for accredited certificate providers, auditors, measurement and verification professionals, scheme participants and households.
We partnered with IPART to redevelop the platform on GovCMS, delivering it in twelve weeks. The new site introduced CM9 document management integration, structured metadata, and enterprise-grade search across content and 500+ regulatory documents spanning three energy schemes.
Built for the people relying on it.
Energy professionals.
Quick access to forms, audit guidelines and compliance information, in the field or at the desk.
Scheme participants.
Clear paths to the documents and processes that matter to certificate providers and auditors.
Internal teams.
A workflow tuned for IPART's content team, with metadata and document versioning built in.
Public users.
An accessible, mobile-first experience for the wider public navigating energy regulation.
What was holding the platform back.
Rigid content structures.
Outdated workflows limited the ability to publish content timely, manage metadata or launch new schemes.
Friction at the front end.
Energy professionals struggled to access forms, audit guidelines and compliance information quickly.
Data integrity and synchronisation.
Inconsistency in file naming and sync issues between CM9 and the website.
Accessibility gaps.
Mobile usability and WCAG 2.1 AA compliance gaps kept stakeholders out of essential workflows.
Twelve weeks. Four phases.
What we built.
GovCMS.
Australia's secure Drupal-based platform for government.
Compliance, scalability and maintainability built in.
CM9 integration.
Ensure data integrity and synchronisation between CM9 and the website.
Synchronised metadata and managed document versioning eliminates the risk of incorrect document uploads and maintains compliance.
Document Hubs.
Every published version of a regulatory document surfaced in one place.
Full traceability across the document lifecycle.
Solr search.
Faceted search with metadata filters and contextual result grouping.
Documents and guidance material surfaced where they're needed.
Mobile-first responsive.
Designed for use in the field by energy auditors and assessors.
Phone, tablet, desktop, the same experience.
WCAG 2.1 AA.
Screen reader support, semantic HTML, keyboard navigation across the platform.
Accessibility tested, not assumed.
Built for what's next.
The new ESS website supports IPART's ongoing commitment to transparent, accessible and compliant service delivery.
With GovCMS underneath and reusable components throughout, IPART is well-positioned to meet the needs of NSW's evolving energy sector.
